Manager, Project Management (Technology Delivery Enablement SME)

Intelligent Foundations & Experiences, IFX, is seeking a Manager, Project Management (Technology Delivery Enablement SME) who will work across the organization to operationalize creative solutions, drive continuous improvement, and proactively identify and remove barriers to delivery efficiency. In this role, you will have the opportunity to combine expertise in technology delivery methods and tooling with inspirational leadership capabilities, creating and implementing a strategy to enable the building of high quality software, faster.

The Delivery Enablement team has a high level of exposure across lines of business and lines of defense and have the opportunity to work with distinguished engineers and executives to create and implement innovative solutions to appropriately manage risks within the organization. The ideal candidate will be a highly-motivated,  delivery-focused, technology professional with JIRA/JQL experience, project/program delivery expertise, delivery process improvement (across methodologies) and strong ability to influence. The candidate will be detail-oriented and results focused, and will have a proven record of critical thinking, problem-solving and collaborating with others for delivery methodology optimization. 

General Responsibilities:

  • Builds, fosters and manages relationships across stakeholder teams in a highly matrixed and distributed environment, partnering cross-functionally to drive project delivery leveraging influence and problem solving.

  • Assess and proposes data-backed delivery improvement strategies and reusable, IFX wide artifacts to ensure optimized throughput

  • Collaborates on Jira standardization and localized solutions.  Consults and trains on JIRA utilization best practices.  Designs and builds localized  custom dashboards, visualization and reports.   Supports Jira migration, consolidation and data quality initiatives. 

  • Collaboratively, lead moderate to largely complex projects strategic initiatives with innovative solutions, providing strategic direction, mitigating risks and ensuring on-time delivery of results

  • Independently identifies, solutions and implements improvements to remove barriers that slow technology delivery down to maximize flow.

  • Demonstrate a proven track record of excellent project management, bringing the ability to quickly put structure in place to manage work in a dynamic complex environment

  • Display a passion for coaching and developing a team of associates through their leadership style

  • Exhibit outstanding influencing skills to effectively drive project / program efforts

  • Have excellent communication and partnership skills which are essential for interacting and communicating with key stakeholders at all levels across the company to manage, inform and influence outcomes

  • Creates, measures and drives a culture of continuous improvement within the team/portfolios.  Utilizes a data-based approach to validating and adjusting improvement strategies. 

Basic Qualifications

  • Bachelor’s Degree

  • At least 5 years of experience in Technology Management Consulting, Information Technology Project Management or Information Technology Program Management

  • At least 4 years of experience collaborating with teams following agile methodologies (Scrum, Kanban, FDD, BDD, Lean, XP)

  • At least 4 years of experience with portfolio planning processes (SAFe, SoS, Spotify, DAD, LeSS)

Preferred Qualifications:

  • Master’s Degree

  • 6+ years experience in the Software Development Life Cycle including knowledge of Agile Engineering best practices and DevOps

  • Experience with Data analysis skills using Google sheets (vlookup, graphs, finding duplicates)

  • Advanced Jira knowledge with advanced JQL skills

  • Strong communication and collaboration skills

  • Strong problem solving and influencing skills    

  • Work experience achieving results with complex projects

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

Cambridge, MA: $146,100 - $166,700 for Manager, Project Management


McLean, VA: $146,100 - $166,700 for Manager, Project Management


Richmond, VA: $132,800 - $151,600 for Manager, Project Management









Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
