The Network Compliance Senior Director will perform a key risk management role in the second line of defense for Capital One’s network and merchant businesses to help establish and implement the framework for the network compliance program. The Network Compliance Senior Director is a critical member of the team responsible for delivering effective challenge and compliance advice for business processes worldwide, as well as serving as a subject matter expert to ensure the development of the network compliance program at Capital One aligns with the company’s broader enterprise risk management framework.

They have a high level of exposure to business leaders and the opportunity to work with executives to create and implement innovative solutions to identify and mitigate potential risks to the company.
Responsibilities:
Collaborate with first and second line functions to analyze the risk management framework for network and merchant services.
Provide expert advice and effective challenge on compliance risks impacting network and merchant businesses.
Advise business leaders on regulatory requirements and provide guidance on policies, standards, and procedures.
Develop expert-level understanding of global network and merchant business processes.
Proactively identify trends in business data and emerging external network payments compliance risks.
Maintain subject matter expertise in the broader payments industry and applicable global laws and regulations.
Ensure ongoing application of compliance requirements to business expansions and new products.
Provide effective challenge during network-dependent product planning to ensure necessary compliance controls are in place.
Conduct impact assessments on new network-related regulations (e.g., interchange fees) to ensure strategic adjustments comply with Network Conflict guardrails.
Develop strong relationships with Business Risk, Legal, and Audit peers for ongoing network compliance integration.
Display a passion for coaching and developing others through leadership style.
Support regulatory exam and engagement preparation and delivery.
Manage, develop, and coach a Compliance Advisory Team.
Participate in reporting activities to senior leadership in the business and Risk Management.
In this role, you’ll be expected to demonstrate proficiency in key areas:
Guidance on Network Rules Alignment: Act as a subject matter expert to ensure that internal product launches or process changes align with the complex, evolving operating rules and bylaws set by external payment networks
Conflict of Interest Mitigation: Review network partner engagements to mitigate conflicts arising from the company’s dual role as a network operator and participant
Regulatory Risk Assessment: Conduct impact assessments on new network-related regulations to ensure that the line of business adjusts its strategies without violating "Network Conflict" guardrails
Monitoring and Effective Challenge: Provide effective challenge to business leaders during the strategic planning of network-dependent products
Human Centered - Obsesses about internal and external customer needs to reimagine and innovate product solutions
Technology Driven - Provides effective challenge to technology teams, ensuring they are adhering to internal policies and external regulatory requirements

Basic Qualifications:
Bachelor's Degree or military experience
At least 9 years of legal, compliance, or risk management experience OR at least 9 years of regulatory experience in consumer financial services or payments industry
At least 5 years of experience developing, evaluating or implementing cybersecurity, technology or risk assessment activities
Preferred Qualifications:
Advanced degree such as Juris Doctorate or Master’s degree

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
Chicago, IL: $217,000 - $247,700 for Sr. Director, ComplianceCandidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
