Director, Government Relations

The Director, Government Relations will monitor congressional and federal agencies for issues that impact the company on a range of policy issues for the company. This individual will educate and lobby members of Congress, their staff and Administration officials to ensure the company's voice is heard in the policymaking process as well as coordinate and direct the efforts of our trade associations on assigned policy areas of focus. This role will also communicate with business units to ensure they are informed of government and policy actions that could impact the company. The Director will also be responsible for effectively supporting and utilizing the company Political Action Committee.

Responsibilities Include:

  • Develop/maintain relationships with key elected and government officials as well as industry trade associations and other partners with similar issues. Advance Capital One's interests through advocacy and strategy at the federal levels.

  • Monitor legislative and administrative activities in key issue areas. Interact with government officials on public policy issues to achieve the best possible result.

  • Work with trade groups or other cross-functional groups on industry issues. Educate and influence the legislative and regulatory process as necessary to effectuate a positive result.

  • Advance and support the role of the Government and Policy Affairs Group and the importance of public policy issues with Capital One's associate base including presentations, panels and written communications.

  • Work with Capital One lines of business and the broader External Affairs organization to educate and advance Capital One’s business objectives.

  • Support associate engagement and education activities.

  • Be a part of the team’s oversight and compliance functions with federal laws in monitoring newly enacted legislation and participating in the related internal processes.

  • Attend events/forums/conferences in support of policy goals. Travel up to 20% of the time. Approximately 4-6 days a month on average

The person will:

  • Possess knowledge of key policy areas and key figures in Washington DC, exhibiting broad understanding of Washington, leading trends and changes in advocacy, and political and regulatory landscapes

  • Demonstrate outstanding communication and partnership skills which are essential for interacting and communicating with key stakeholders across all levels to manage, inform, and influence outcomes

  • Demonstrate organizational agility to adapt to changing demands

  • Display strong consulting and collaboration skills

  • Have excellent interpersonal skills with demonstrated ability to work as part of a high-performing team

  • Strong experience in policy development, relationship building, and political communications and messaging

  • Strong knowledge and understanding of the legislative and political process


Basic Qualifications:

  • Bachelor’s Degree

  • At least 8  years of experience in public policy work at the federal level working for an elected official, government agency, trade association, company or a combination including experience in lobbying, political campaigns, press or fundraising.

Preferred Qualifications:

  • Master’s degree or Law Degree

  • 10+ years of experience in public policy work at either the state or federal level; the experience can be working for an elected official, government agency, trade association, company or a combination, including experience in lobbying, political campaigns, press or fundraising

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

McLean, VA: $226,000 - $257,900 for Director, Government Relations











Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
